Minutes – May 9, 2006

A regular meeting of the East Windsor Historical Commission was held at the East Windsor Town Hall on Thursday May 9, 2006.

The meeting was called to order at 6:50 P.M.
No Quorum was present. Paul Scannell and Germaine Hoffman were absent.

This meeting was an informational meeting only. No action was taken by the Commission.

There were no minutes to approve.

Added Agenda items: Commission Secretary.

Correspondence included: The National Trust Membership, Preservation magazine, Forum news, and a check from the Developer of 93 Depot Street for the ad in the Hartford Courant.

Old Business:
        District 12 Schoolhouse: An Estimate for the roof repair was obtained. Cost would be $350/day and the commission would provide the materials. We presently have shingles for about ¼ of the roof.
        Town Plan Update: The Planning and Zoning Commission was given the information on our proposed preservation regulations as provided to us by the State Archeologist. Their response was:
1.      We are not ready for this information now. We will call you when we are.
2.      They directed the Planner to go to the internet and get more information.
3.      They wanted nothing added to the present process. It is their feeling that private property owners should buy land adjacent to their own property to protect it. Our requests are too much, too late.

Charter Revision: Marilyn Butenkoff made our name change request to the committee.
        CT Preservation Trust Barn Survey: The Chair attended the May 6, 2006 Barn Workshop in Northford. It was very informative. Several periods of barns that had been restored were viewed and the process of restoration was explained. The Trust had some of its Web Site photos on display. There was a photo of a barn from East Windsor. The East Windsor barns that were photographed are on the Web Site. There are presently 400 barns on the Web Site.
        Demolition Delay: The delay on the house on 93 Depot Street has expired. The delay on the barns continues in force. The commission is awaiting the name, address, and phone number of the individual taking the barns. The barns are going to New York State. After the inability to contact Mr. Shannahan, a new name was provided. Endeavors to contact this person proved that no such person existed and that the number was disconnected.
        Channel 30 was asked about the feasibility of doing a story. The chair was contacted about 93 Depot Street only and a small info spot on the news at 6 was produced.

New Business:
        257 South Water Street proposed demolition: This location has an 18th Century house, which has been seriously altered and therefore does not appear on the town’s listing. The owner’s report that they cannot add on to the house as an engineer has told them that it is structurally unsound. They were informed by the Planning Office that they should get a demolition permit Monday, but after discussion with the chair of the commission, they have agreed to wait and provide a site plan and a title search for purposes of archeological research to rule out any Indian or colonial archeology on the site.
        Community Day: Materials submitted.
        Schoolhouse Tour: The Melrose Schoolhouse would like to participate in something like this. Volunteers would be needed. We could not enter the Warehouse Point school only view it from the outside. The Scantic Academy would participate. The District 12 Schoolhouse should be viewed with the banner for restoration on display. (Barbara Gilson is okay with working on this.)
        An article from the Journal Inquirer on 93 Depot Street was noted. It was also noted that the National Register Property, the William H. Thompson Farmstead, will receive an award in honor of the 40th anniversary of the National Register of Historic Places. The award will be given at the Prudence Crandall Museum on May 21st, 2006 at 2:30 P.M. Two persons are invited to attend. A Historical Commission member is invited to go along. The Windsor Locks Historical Commission representatives were introduced. A brief discussion was held about shared concerns, such as burial grounds preservation and potential archeological sites.

The meeting was adjourned at 7:20 P.M.
